The transport and communications sector constitutes a fundamental pillar of any national economy. The pace of its development largely determines a country’s overall economic trajectory. For this reason, freight and passenger transport make an essential component of Turkmenistan’s transport infrastructure, with national civil aviation playing a central role.
The consistent implementation of priorities set by President of Turkmenistan Serdar Berdimuhamedov and National Leader of the Turkmen people Gurbanguly Berdimuhamedov has enabled the State National Service Turkmenhowayollary to rapidly expand its operational capacity in both passenger and cargo aviation. Particular emphasis is placed on strengthening the country’s transit potential, enhancing operational efficiency and improving service quality in line with international standards.
The well-developed airport infrastructure is one of Turkmenistan’s key competitive advantages. It includes not only the modern Ashgabat International Airport but also newly built and renovated regional air hubs built during the years of independence and equipped with modern aircraft from leading international manufacturers.
In 2009, the Dashoguz International Airport underwent reconstruction of its terminal building and was fitted with modern technology, enabling it to handle up to 500 passengers per hour. In 2010, the runway of the northern region’s air hub was upgraded. In March 2009, an original two storey terminal building was inaugurated at the Mary International Airport, covering approximately 3,500 square meters and designed to accommodate up to 300 passengers per hour.
In April 2010, a new four-storey passenger terminal was commissioned at the Turkmenbashi International Airport in Balkan province, with the capacity of up to 800 passengers per hour. The airport can accommodate up to seven flights simultaneously while meeting international service standards. In the summer of 2025, extensive reconstruction and modernization works were carried out, further enhancing the airport’s comfort, technological capacity and overall efficiency.
On 17 September 2016, the new International Airport of Ashgabat, the capital of Turkmenistan, was ceremonially opened. This modern international airport complex became the largest in Central Asia and one of the most technologically advanced in the world.
In 2018, the new Turkmenabat International Airport in Lebap province began operations, with its facilities spanning an area of over 600 hectares. On 23 June 2021, a new international airport was inaugurated in the city of Kerki, also located in the same province. The passenger terminal complex is equipped with specialized equipment that fully complies with international standards and requirements for passenger air transport.
On 2 May 2025, President of Turkmenistan Serdar Berdimuhamedov attended the official opening ceremony of the newly built Balkanabat International Airport. The project was implemented using the latest technologies and advanced industry solutions. The passenger terminal of this new air hub in Balkan province is designed to handle up to 100 passengers per hour and covers an area of 5,203 square meters.
All airports in the country are fully equipped to accommodate modern aircraft of various types and capacities, reinforcing Turkmenistan’s role as a key logistics hub at the crossroads of major routes between Europe and Asia.
Turning to Turkmenistan Airlines, it is important to highlight its modern and continuously expanding fleet. The national carrier currently operates both narrow body and wide body aircraft serving passenger and cargo transport, maintaining its competitiveness through the regular and timely acquisition of new aircraft.
Cargo transportation to destinations worldwide is carried out by Il 76 aircraft, with a payload capacity of 45 tonnes, and Airbus A330 200P2F aircraft capable of carrying up to 60 tonnes. Passenger services are operated using modern Boeing 737 700 and Boeing 737 800 aircraft, with seating capacities of up to 160 passengers, as well as long haul Boeing 777 200LR and Boeing 777 300ER aircraft, capable of carrying 291 and 368 passengers respectively over distances exceeding 11,000 kilometres.
The national carrier, Turkmenistan Airlines, continues to expand its route network, strengthening its position in the markets of the Middle East, Southeast Asia and Europe, while enhancing the country’s accessibility and reinforcing its attractiveness as both a tourists and business destination.
At the same time, cooperation with international airlines continues to expand. Regular passenger and cargo flights to Turkmenistan’s international airports are operated by Turkish Airlines, China Southern Airlines, Flydubai, Cargolux, GEOSKY Airlines, MNG Airlines, Belavia and several other carriers. The number of both technical and commercial landings by foreign airlines is steadily increasing year on year, further confirming the role of Turkmenistan’s airports as reliable transit hubs.
Particular attention is paid to the expansion of partnerships with both public and private aviation entities in the Gulf region. The signing of a memorandum of understanding between Turkmenistan Airlines and Dubai Aviation Corporation was a significant step in strengthening bilateral cooperation and developing the regional route network.
Active participation by Turkmen representatives in international industry forums such as Routes Asia, along with regular working visits by foreign aviation delegations, reflects the growing interest of the global aviation community in the country’s potential.
On 14 July 2025, a ceremonial event was held at the Incheon International Airport (Republic of Korea) to mark the launch of the first regular passenger service on the Ashgabat–Seoul–Ashgabat route. The ceremony was attended by senior officials of the Republic of Korea, representatives of Korean companies and the mass media, as well as the Deputy Chairman of Turkmenhowayollary and staff of the Embassy of Turkmenistan in Seoul. The launch of this route is clear evidence of the steadily strengthening relations between Turkmenistan and the Republic of Korea.
The dynamic development of recent years—during which Turkmenistan Airlines has significantly expanded its service volumes, broadened its international route network and actively participated in partnership programmes—has laid a solid foundation for sustained qualitative growth. The airline’s strong operational results have served as a starting point for the long-term development strategy of the entire sector until 2030.
Turkmenistan is steadily advancing aviation cooperation as part of more than 50 international agreements and conventions. The country is a member of the International Civil Aviation Organization (ICAO), the Council for Civil Aviation and Use of Airspace, and the Interstate Aviation Committee. It also maintains active cooperation with the European Union Aviation Safety Agency (EASA), ensuring the full integration of the national aviation system into the global aviation space.
On 22 August last year, the Ministry of Transport of Uzbekistan and the State National Service Turkmenhowayollary signed in the city of Turkmenbashi a protocol on the development of cooperation in civil aviation. It provides for establishing regular flights between the two countries.
In November 2025, Turkmenistan Airlines became a full member of the International Air Cargo Association (TIACA) and received the corresponding certification. This milestone represents a key strategic step of the national policy aimed at positioning Turkmenistan as a major regional logistics hub.
Turkmenistan Airlines’ formal accession to TIACA took place during the Air Cargo Forum 2025 in Abu Dhabi from 3 to 6 November. President of Turkmenistan Serdar Berdimuhamedov instructed that this new status be leveraged to attract international partners and strengthen the logistics capacity of the country’s civil aviation sector. Membership in TIACA, which brings together more than 500 participants – including the major U.S. cargo carrier Amazon Air Cargo – enables Turkmenistan to deepen its integration into the global air cargo ecosystem and enhance its transit attractiveness. Moreover, membership in the association aligns with the broader development programme for Turkmenistan’s civil aviation sector, including the positioning of Ashgabat International Airport as a key regional transit hub.
Turkmenistan attaches significant importance to developing the logistical capacity of its civil aviation sector and expanding international cooperation in this field. The country is actively diversifying its transport routes, turning into a key Eurasian transit and logistics hub connecting Europe, Asia and the Middle East. The role of air transport in the diversification of Eurasian trade and economic links is difficult to overestimate. The national civil aviation fleet is effectively integrated into unified transport networks alongside rail, road and maritime systems, contributing to the development of safe, efficient routes and multimodal transport corridors.
Owing to its strategic geographic location, Turkmenistan has strong potential to further develop its transport infrastructure and increase cargo flows along the Europe–Caucasus–Asia corridor. As of now, the total volume of cargo passing through Turkmenistan’s borders has already reached tens of millions of tonnes, with transit flows extending to more than one hundred countries worldwide.
By 2026, Turkmenistan’s civil aviation sector has solidified its position as one of the most dynamically developing branches of the national economy. The country’s air transport system demonstrates steady growth, underpinned by international safety standards, the expansion of route networks and the systematic modernization of infrastructure.
The national civil aviation is currently not merely a transport system, but a strategic instrument for sustainable development, international integration and economic growth. A consistent policy of modernization, openness to partnerships and alignment with global standards enables Turkmenistan Airlines to look confidently to the future and strengthen its presence on the global aviation map. The State National Service Turkmenhowayollary is among the leading aviation systems in Asia in terms of flight safety and possesses strong potential to emerge as a regional leader in both passenger and cargo transport.
