AMONG THE ECONOMIC MAJORITY
President Serdar Berdimuhamedov’s participation in the BRICS Plus/Outreach summit in Kazan was a landmark event. Turkmenistan joined this “political club” for the first time. It signifies the opening of new opportunities for using the combined international potential for constructive purposes of development and stability, as well as understanding of the importance of such interaction. Its topics can be very broad - from the use of peacekeeping instruments of Turkmen neutrality to geo-economic, energy, transportation and environmental projects.
Touching on cooperation in the security sphere in his address to the meeting participants, the President of Turkmenistan emphasized the use of the neutrality model and preventive diplomacy tools for prevention of conflict situations and eradication of their causes. This thesis is especially relevant today against the background of growing legal nihilism, manipulation and sometimes disregard of the basic principles of the UN Charter. As a responsible state, Turkmenistan comes forward with a number of measures aimed at normalizing and improving the international situation and moving to constructive parameters of interaction.
As is known, Ashgabat has recently put forward a number of serious initiatives at the UN in this regard, including the initiative to develop a global security strategy, granting neutral countries the status of priority partners of the UN in its peacekeeping efforts, as well as a number of initiatives in the context of creating and consolidating a secure and stable environment in Central Asia. It seems that the use of the potential of neutrality (and a significant number of participants of the Kazan summit adhere to a non-aligned orientation) may find universal understanding and serve as an impetus for further substantive diplomatic communication.
In the context of economic cooperation, Turkmenistan relies on its profound involvement in contemporary geo-economic trends, proactive participation in solving urgent problems of our time, implementation of the Sustainable Development Goals, overcoming crisis situations and their resolution in the environmental and food sectors, creation and establishment of equitable, fair and reliable ways for countries and peoples to access energy, clean water and air.
Serdar Berdimuhamedov noted Turkmenistan’s recent initiatives in the field of economy, energy and sustainable transport. In particular, the point is about the development of a global framework program for transition to a circular economy. Other initiatives include the establishment of the Global Atlas of Sustainable Transport Connectivity and the Alliance for Global Energy Security and Sustainable Development.
In this regard, Turkmenistan emphasizes one of the objective imperatives of the modern world order - the increasing importance of developing countries. This requires a constructive revision of the previous patterns of relations in the global economy. The key component here should be the alignment of levels of scientific and technological development of states, digitalization and innovation standards, unconditional priority of environmental criteria in the economy, trade, transport, industry, extraction and processing of raw materials and a number of other areas. Turkmenistan intends to consistently achieve these goals, Serdar Berdimuhamedov stressed.
The climate agenda, which is impressive in terms of scale of work, is another crucial component of Turkmenistan’s international cooperation. Ashgabat has for obvious reasons prioritized the protection and preservation of the natural landscape in Central Asia, marine resources and biodiversity in the Caspian Sea, the efficient use of water and water-energy resources in these regions, taking into account the interests of partners and universally recognized norms of international law.
In the humanitarian area, the President of Turkmenistan emphasized the problem of refugees and stateless persons. Having good experience in addressing these issues at the national level, Turkmenistan is ready to share it with partners and take effective joint steps within the framework of the United Nations and other international and regional organizations.
In his statement, the Turkmen leader also spoke about cooperation in cultural, scientific and educational spheres. Deepening knowledge about each other, interpenetration of cultures, traditions and original art benefits and unites peoples on healthy, creative bases,” Serdar Berdimuhamedov noted.
Turkmenistan’s approach to the main trends of global development, as set out at the BRICS summit, represents a clear, responsible and constructive agenda of cooperation of a neutral state professing peacefulness, respect, equal partnership and mutual benefit. Turkmenistan is guided by these principles in its relations with other states, international organizations and associations.
The working visit to Kazan by the President of Turkmenistan was marked by another significant event. On the sidelines of the BRICS forum, Serdar Berdimuhamedov met with the head of the Republic of Tatarstan of the Russian Federation, Rustam Minnikhanov.
During the meeting, the sides had a lively exchange of views on priority issues of the Turkmen-Tatar partnership. Expressing confidence in the continuation of the dynamic development of multifaceted bilateral cooperation as part of the strategic partnership between Turkmenistan and the Russian Federation, the high-ranking officials exchanged wishes for good health and success in their responsible state activities.
Then, there was held a ceremony of awarding the head of Turkmenistan “Duslyk” Order of the Republic of Tatarstan. President Serdar Berdimuhamedov was honored with this high state award for his significant contribution to strengthening friendship and cooperation between Turkmenistan and the Republic of Tatarstan, other regions of Russia and development of bilateral trade and economic, scientific, technical, social and cultural cooperation.
In a solemn atmosphere, the head of the Republic of Tatarstan of the Russian Federation presented the President of Turkmenistan with «Duslyk” Order, expressing in this regard heartfelt congratulations and best wishes.
Expressing sincere gratitude for the great honor, President Serdar Berdimuhamedov noted that this award is evidence of the high-level cooperation between Turkmenistan and the Republic of Tatarstan, which is an important component of the Turkmen-Russian strategic partnership.
