TRUST AND UNDERSTANDING
The activities of Turkmenistan's diplomatic mission to Moscow provide the best illustration of the permanent dialogue in Turkmen-Russian relations. Openness and trust vis-a-vis the Russian side have long become a kind of business card of the Embassy of Turkmenistan to the Russian Federation. Maintaining a permanent dialogue through the diplomatic channels is clearly the Embassy's major focus of work. At the same time, public relations, maintaining contacts with representatives of the mass media and the Turkmen diaspora in the host country make a significant part of the activities of the diplomatic mission.
For example, in early 2017, the Embassy of Turkmenistan to Russia invited representatives of the Moscow mass media to the briefing on the main events that happened in the socio-political life of Turkmenistan in 2017, including presidential elections, the V Asian Indoor and Martial Arts Games in Ashgabat, Turkmenistan's chairmanship in the International Fund for Saving the Aral Sea (IFAS) in 2017-2019 and the Energy Charter Conference in 2017.
The tradition of holding regular meetings with representatives of the electronic and print mass media, as well as staff of the press services of international non-governmental organizations continued at the end of the year, when journalists were invited to the thematic briefing on the first International Day of Neutrality.
The diplomatic mission of Turkmenistan in Moscow held a regular briefing for representatives of the electronic and print mass media, as well as staff of the press services of international non-governmental organizations. It was noted at the briefing that on 12 December 2017 the world celebrated for the first time the International Day of Neutrality. The decision to this effect was passed at the 71st session of the UN General Assembly, when the international community unanimously adopted a Turkmenistan-initiated resolution on observance of an International Day of Neutrality. So, the national Turkmen holiday - December 12 - became international.
The briefing participants were acquainted with the current foreign policy issues of the neutral Turkmen state. The regular celebration of Turkmenistan's neutrality provided another opportunity to reflect on the phenomenon of the new legal status of the country as a determining factor in the international foreign policy practice. The history of Turkmen neutrality is a period of the rapid buildup of opportunities for the application of the inexhaustible political resource of the status acquired by the country. The accumulated experience has clearly demonstrated that the concept of Turkmen neutrality has many values and aspects - political, economic, military and social. As a pure status concept, Turkmenistan's neutrality has become a universal instrument for implementation of the potential of international cooperation in various areas.
It was stressed at the briefing that Turkmenistan's international legal status specificity is very much visible in the practice of the country's relations with such reputable international partner as the Russian Federation. Observing its fundamental neutral status, Turkmenistan offered building relations with the Russian Federation based on the priority of pragmatic mutually beneficial interests. This position was met with due understanding, allowing the two countries to conduct a productive trustworthy dialogue.
The briefing participants had the opportunity to view the thematic exhibition of printed products at the conference hall of the Embassy of Turkmenistan. The books, articles and speeches by President of Turkmenistan Gurbanguly Berdimuhamedov occupied a prominent place at the exhibition. Several dozen books and certain periodicals covering the topic of Turkmen neutrality graphically demonstrated the efficiency of Turkmenistan's neutral status support to the country's active participation in the international economic integration, initiation of positive processes in the regional and world politics. They also demonstrated that the continuity of the policy of neutrality is ensured by giving it new qualities with the view of using the country's status-related legal characteristics to promote international cooperation.
The graphic works by Turkmen painters displayed at the Embassy were a unique addition to the exposition of the multifaceted theme of Turkmen neutrality. Having absorbed the rich historical cultural heritage of the Turkmen people and conveying the philosophical interpretation of the national foundations of good neighborliness and tolerance, these works allow viewers to get in touch with the mental component of the nature of neutrality and feel the depth of the centuries-old aspiration for good and peace.
The briefing at the Embassy was a lively dialogue. Many Moscow journalists, who had a chance to visit modern Turkmenistan, warmly shared their impressions of the country, citing illustrative examples of the implementation of the policy of Turkmen neutrality.
According to the Embassy of Turkmenistan to the Russian Federation, acquainting the Russian public with the most significant phenomena of Turkmen culture is an important area of work.
For example, the Embassy of Turkmenistan to the Russian Federation organized an official presentation of the book "Turkmenistan - the Heart of the Great Silk Road" by President of Turkmenistan Gurbanguly Berdimuhamedov in the Russian capital in the late autumn of 2017.
The event brought together a lot of members of the State Duma of the Federal Assembly of the Russian Federation, senior officials of the Russian Foreign Ministry, the academic circles of the Russian capital, heads of the diplomatic missions accredited in Russia, international non-governmental organizations, Moscow's mass media.
Speakers at the presentation noted that the new fundamental work by President Gurbanguly Berdimuhamedov offers a comprehensive assessment of the historical path of Turkmens, acquaints readers with their national and cultural originality, traditions, customs and foundations of life, provides an insight of the invaluable contribution made by the Turkmen people to the world scientific, economic and cultural progress. As the guests noted, the fact that the book "Turkmenistan - the Heart of the Great Silk Road" was published in three languages - Turkmen, English and Russian - was very important for ensuring an unconditional success among general readers.
Doctor of Historical Sciences Nadezhda Dubova, who has been focusing on the aspects of the history of Turkmenistan for many years, spoke on behalf of the scientific community of the Russian capital. She noted that the Great Silk Road, as a unique phenomenon in the world history that connected dozens of countries through trade, information and cultural contacts, is presented in the book not only in the context of history and spiritual values of the Turkmen people but also in the context of future of the whole country. The scientific material collected in the book allows the author to connect history and modernity, gradually exposing readers to his idea, his reflections on the past, present and future of his native people.
The official presentation concluded with handing the copies of the new book to representatives of the organizations that proved the most active participants in the Turkmen-Russian political and humanitarian dialogue. The first copies of the book went to the libraries of the State Duma of the Federal Assembly of the Russian Federation, the Ministry of Foreign Affairs of Russia, the Russian Academy of Sciences, the International Fund for Humanitarian Cooperation of the CIS countries, the Moscow Journalists Union, the Moscow State Institute of International Relations. In addition, a copy of the book "Turkmenistan - the Heart of the Great Silk Road" was presented to the Dean of the diplomatic corps of the CIS countries accredited in Moscow, Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to Russia Polad Bulbul-Ogly.
The presentation of the book "Music of Peace, Music of Friendship and Brotherhood" by President of Turkmenistan Gurbanguly Berdimuhamedov was another impressive activity in the series of memorable events that took place at the exhibition complex of the Russian Academy of Arts (Zurab Tsereteli Gallery).
The presentation supported by the Embassy of Turkmenistan to the Russian Federation was an integral part of the program of the final day of the Moscow International Music Festival "Sounds of Dutar" named after Nury Khalmamedov that brought together numerous admirers of Turkmen culture.
Speaking at the presentation, musicologists from Moscow and Ashgabat, representatives of art intelligentsia of the Russian capital underscored the significance of the book as an invaluable contribution to the study of the Turkmen musical culture phenomenon and its influence on the mental component of the historical worldview of the entire nation. Printed in three languages, the book provided the true insight for a wide range of readers interested in the processes of interpenetration of national cultures. The value of the book has already been acknowledged internationally. The book "Music of Peace, Music of Friendship and Brotherhood" was awarded a special diploma of the jury of the international contest among the publications of the CIS countries "Art of Book" this year.
As part of the festival, the Embassy of Turkmenistan to the Russian Federation held an action that pleasantly surprised all music festival participants. Each festival participant and each member of the international jury was presented with the magnificent book that is worthy of being a desktop book of any musician. Some copies of the book were donated to the library of the Russian Academy of Arts and personally to the President of the Academy, UNESCO Goodwill Ambassador Zurab Tsereteli.
